29 CFR 1910.23(d)(1): Every flight of stairs having four or more risers was not equipped with standard stair railings or standard handrails as specified in paragraphs (d)(1)(i) through (v) of this section, the width of the stair to be measured clear of all obstructions except handrails: On or about May 6, 2012, and at times prior thereto, employees were using an elevated platform with stairs to access the platform. The stairs had at least 4 risers and was not equiped with standard stair railings.
