29 CFR 1960.8(b): The agency shall comply with the Occupational Safety and Health Administration standards applicable to the agency: (a) For the employees exposed to fire hazards from "exit routes" that were not equipped with functioning emergency lighting to assist employees in the evacuation of the tower in periods of limited to no visibility. The hallways and the stairwell emergency lights did not have a functioning secondary battery supply in the event that power was lost to the facility. References: (1) 29 CFR 1910.37(a)(4): Safeguards designed to protect employees during an emergency (e.g. sprinkler systems, alarm systems, fire doors, exit lighting) must be in proper working order at all times. (2) NFPA 101 Life Safety Code section 7.9.2.1 "Emergency illumination shall be provided for not less than 1 1/2 hours in the event of failure of normal lighting. Emergency lighting facilities shall be arranged to provide initial illumination that is no less than an average of 1 ft-candle (10 lux) and, at any point, not less than 0.1 ft- candle (1 lux), measured along the path of the egress at floor level."
