29 CFR 1910.106(c)(4): Piping systems were not substantially supported and prote cted against physical damage and excessive stresses arising from settlement, vib ration, expansion, or contraction: The employer does not ensure that piping syst ems are supported and protected against physical damage and excessive stresses. a) This violation was observed on or about December 2, 2010 in the Butadiene Rec overy Area, near the Pressure Flash Tanks and Vacuum Flash Tanks (26-V-24 and 26 -V-25) where pipe support was observed not to be supporting pipe, but instead di sconnected from its anchoring location. b) This violation was observed on or about December 18, 2010 in the Bu tadiene Recovery Area near pump 26-P-15A where several pipe support rods were ob served to be deteriorated and/or broken and not providing support to pipe sectio ns. c) This violation was observed on or about January 6, 2011 in the Butadiene Recovery Area adjacent to the stairway where the pipe from the bottom of the sty rene stripper column was observed to be missing its support. The hanger rod for this pipe was observed to be in its place, attached to the structure. The suppor t collar was observed to be out of place (on the ground not connected to the pip e). d) This violation was observed on or about January 6, 2011 in the Butadiene Recovery Overhead but near 26-P-15A where it was observed that the piping was su spended from another process line and causing a bow in the line that was providi ng support. This exposed employees to fire and explosion hazards. Pursuant to 29 CFR 1903.19 (d), within 10 calendar days of the date of this citation, the employer must sub mit documentation showing that it is in compliance with the standard, including describing the steps it is taking to assure piping is substantially supported an d protected against physical damage and excessive stresses.
