29 CFR 1910.119(d)(3)(ii): The employer did not document that the equipment in the process complied with recognized and generally accepted good engineering practices: a)High Pressure Ammonia Receiver (HPR-1) located outside the Ammonia System Engine Room 2, on or about October 27, 2010, and at times prior to, the discharge to the atmosphere from the pressure relief devices did not comply with recognized and generally accepted good engineering practice (RAGAGEP) in that the discharge for the pressure relief devices (PSV01 and PSV02) was located approximately 9 feet, 2 inches above the platform, which is less than the required 15 feet per ANSI/IIAR 2-2008, Equipment, Design, and Installation of Closed- Circuit Ammonia Refrigerating Systems, Section 11.3.6.4. ABATEMENT CERTIFICATION IS NOT REQUIRED
