Text For Citation: 01 Item/Group: 002 Hazard: BURNS
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: the employer does not furnish employment and a place of employment which are free from recogn ized hazards that are causing or likely to cause death or serious physical harm, including severe burns, to employees in that employees are exposed to dust expl osion, deflagration, and other fire hazards because of the improper design and m aintenance of dust collection systems. Employees in the Pellet Mill are exposed to fire and explosion hazards while processing Pet Fibe Cellulose Fiber, a Class II, combustible dust, and the following deficiencies are observed: a) The dust collector does not have an explosion prevention system and is located inside the building; b) The dust collector does not have an isolatio n device to prevent the propagation of a fire or explosion downstream of the dus t collector; and c) Clouds of combustible dust are created when a leaf blower (n ot intrinsically safe) is used to force dust off of surfaces in areas where ther e are ignition sources present. NFPA Standard 654 - 2006 Standard for the Preven tion of Fire and Dust Explosions from the Manufacturing, Processing, and Handlin g of Combustible Particulate Solids: Section 7.13.1.1.1: "Where an explosion haz ard exists, air-material separators shall be located outside of buildings" Secti on 7.13.1.5: "Isolation devices shall be provided for air-material separators in accordance with 7.1.4" Section 8.2.2.1: "Surfaces shall be cleaned in a manner t hat minimizes the generation of dust clouds" Among other methods, feasible abate ment methods to correct this hazard is to comply with the guidelines of NFPA Sta ndard 654 - 2006 Standard for the Prevention of Fire and Dust Explosions from th e Manufacturing, Processing, and Handling of Combustible Particulate Solids, inc luding but not limited to: a) Equip the dust collector with explosion prevention systems; b) Locate the dust collector to a safe outdoor location; c) Equip the dust collector with isolation devices; or d) Discontinue the processing of Pet F ibe Cellulose Fiber; e) Discontinue the use of a leaf blower and find alternativ e means of cleaning ***Abatement documentation is required for this item in acco rdance with the requirements of 29 CFR 1903.19(d)***
