Text For Citation: 01 Item/Group: 002 Hazard: UNAPOPPROC
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the condition(s) listed below: Key Energy Services, Rig 298, University 18-41A #2H, Ward County, TX. For the period of time up to and including 08/13/08, the employer did not ensure that the stairways used by employees for access to and from the rig floor, mud pits, and mud room had handrails and midrails extending the entire length of the stairways. American Petroleum Institute states in Recommended Practice for Occupational Safety for Oil and Gas Well Drilling and Servicing Operations, API Recommended Practice 54, Third Edition, August 1999, Reaffirmed March 2007, states in paragraph 9.3.8 "All open stairways of four (4) or more risers shall be securely fastened and equipped with handrails and midrails extending the entire length of the stairway." Feasible and acceptable methods of abatement include ensuring all handrails and midrails extend the entire length of the stairway.
