Text For Citation: 01 Item/Group: 002 Hazard: LOCKOUT

Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that unqualified personnel are performing electrical work at the site. This exposes not only the person performing the electrical work to the hazards of working with electricity but also the employees in the area to any potentially incorrectly installed fixtures. AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT METHOD TO CORRECT THIS HAZARD IS: (a) Develop and implement written procedures requiring that prompt corrective action is taken any time that an electrical issue is identified. (b) Develop and implement a disciplinary action program and procedures to ensure that only qualified persons to perform electrical work. (c) Ensure that only persons meeting the National Electric Code definition of a qualified perform electrical work at the site. This would also include the utilization of a lockout/tag out program to protect that person while the work is being accomplished. Abatement certification and abatement documentation is required for this violation. The documentation should include written verification of abatement, applicable measurements or monitoring results, and photographs or videos which you believe will be helpful. The abatement certification sheet is enclosed with the citations.
