Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employmnent and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to hazards of potential fire and explosion because of the lack of bonding and grounding of pneumatic piping, lack of detectors to sense hot materials or sparks in the pneumatic system and the lack of blower motors not fitted with overload trips may produce ignition, leading to dust explosion inside the pneumatic conveying system or overload electric motors: (a)Flour Room - The pneumatic system used to convey the flour dust had some sections that were plastic pipe and not grounded and bonded. The pneumatic system was not equipped with detectors to sense hot materials or sparks which could potential lead to a dust explosion inside system. The blowers and motors for the pneumatic conveying system were not fitted with overload trips and could lead to ignition of airborne flour combustible dust, on or about May 4, 2006. VERIFICATION REQUIRED ABATEMENT NOTE: AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT METHOD TO CORRECT THESE HAZARDS IS TO COMPLY WITH NATIONAL FIRE PROTECTION ASSOCIATION (NFPA) 61 "STANDARD FOR THE PREVENTION OF FIRE AND DUST EXPLOSIONS IN AGRICULTURAL AND FOOD PROCESSING FACILITIES" AND FOLLOWING THE RECOMMENDATIONS FROM THE BOOK "DUST EXPLOSION, PREVENTION AND PROTECTION". THIS INCLUDES THE FOLLOWING: (a)ENSURE THAT ALL PIPING FOR THE PNEUMATIC CONVEYING SYSTEM IS GROUNDED AND BONDED PER SECTION 11.1 OF NFPA 61. (b)ENSURE THAT THE PNEUMATIC SYSTEM IS EQUIPPED WITH DETECTORS TO SENSE HOT MATERIAL OR SPARKS PER SECTION 3.4.2 OF "DUST EXPLOSION PREVENTION AND PROTECTION". (c)ENSURE THAT THE BLOWERS AND MOTORS OF THE PNEUMATIC CONVEYING SYSTEM ARE EQUIPPED WITH OVERLOAD TRIPS PER SECTION 3.4.2 OF "DUST EXPLOSION PREVENTION AND PROTECTION". PROGRESS REPORT DUE EVERY 90 DAYS. FIRST REPORT IS DUE NOVEMBER 25, 2006.
