Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer compressed gas cylinders in that the cylinders were not properly nested together to prevent them from being knocked over, as observed on or about January 10, 2005. "AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT METHOD TO CORRECT THESE HAZARDS IS TO PREPARE, IMPLEMENT AND AUDIT PROCEDURES FOR THE DEVALVING OPERATION PER CGA P-38-2003, SECTIONS 3 AND 4, PREPARE DETAILED WRITTEN OPERATING INSTRUCTIONS FOR THE TRANSFILLING OF CYLINDERS PER CGA P-1-2000, SECTION 3.6 AND PROPERLY NEST COMPRESSED GAS CYLINDERS PER CGA P-1-2000, APPENDIX A."
