Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish to each of his employees employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to chemical and fire and/or explosion hazards: a) At ABC Compounding where employees perform assigned duties involving the manufacture of various sanitizers, disinfectant and other cleaning products. Employees were exposed to materials, such as, but not limited to, ACL-60, TSSP and sodium bromide and other combustible/explosive materials. On or about July 19, 2005 employees in the powder batch mixing area were exposed to a fire/explosion hazard. The employer failed to ensure there was no cross contamination of materials (P-171 AND SEN-9) in mill #5. Among other methods, one feasible and acceptable method of abatement to correct this hazard is to: 1.Avoid cross contamination of incompatible mixtures in mill #5 by conducting adequate sweep out of the mill prior to reuse. 2. Establish written operating procedures for operators on sufficient sweep out procedures to ensure adequate and safe operating practices are performed. Thereby, preventing cross contamination of unlike substances which may react. 3.Train all operators on safe practices of the sweep out procedures, to include, but not limited to, advising them on the hazards of the materials and task that they are to perform. ABATEMENT CERTIFICATION AND DOCUMENTATION REQUIRED
