North Carolina General Statute 95-129(1) of the Occupational Safety and Health Act of North Carolina: The employer did not furnish to each of his employees conditions of employment and a place of employment free from recognized hazards that were causing or likely to cause death or serious physical harm to employees, in that employees could fall to a lower elevation: a)site, preparation bay - employee two feet high using two stepladders as a working surface and placing side load on two wooden step ladders by shuffling them when changing position. One feasible means of abatement is to use the step ladders in accordance with standards of American National Standards Institute A14.1-1990.
