Title 40.1-51.1,(A),Code of Virginia: The employer did not furnish employment and a place of employment which were free from recognized hazards that were likely to cause death or serious physical harm to employees in that: (a) Located in the equipment yard of Camp #30, were agriculture tractors, such as a John Deere model 755 (and other earth moving tractors), that did not have horns to warn other employees of the machines movement while working.
