Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to electrical burns while using portable power tools which contained service cords with cracked and damaged outer insulation and missing ground pin: (a)M/V Sea Alaska: A portable drill was so covered with paint that proper identification, to include whether or not it was a double insulated type tool, could not be determined and a replacement plug, on the service cord, had a broken ground pin. (b)M/V Sea Alaska: A portable bandsaw (S/N 0457261154) contained cracked/damaged outer insulation. (c)M/V Sea Alaska: A portable circular saw (S/N 546795455) contained cracked/damaged outer insulation.
