Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which was free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to fall hazards. (a) Graving Dock - Section 8.10.11 American National Standards Institute A92.5-1992, for Boom Supported Elevating Work Platforms, Responsibilities of Operators, During operations, improper stabilization: aerial platform was positioned against another object to steady the platform. Grve Aerial Lift# ES4352 was wedged against Barge "Jacksonville" while employees were perfoming assigned tasks. "Among other methods, one feasible and acceptabale method to correct this hazard is to ensure the outriggers, stabilizers, extendible axles, or other stability enchancing means are used as required by the manufacturer.
