Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a) Employees were exposed to an impact hazard while pulling hopper cars with the International tractor using only a single nylon rope. Among other methods, one feasible and acceptable method to correct this hazard would be to change the method of moving cars by pushing them instead of pulling or by using a secondary rope/chain connected from the front of the tractor to the hopper car to totally secure the car.
