29 CFR 1910.1200(e)(1): Employer had not developed or implemented a written hazard communication program which at least included the requirements outlined in 29 CFR 1910.1200(e)(1)(i) and (e)(1)(ii): a. A written chemical hazard communication program was not developed and implemented, including sections addressing training (applicable material safety data sheets should be included in the training), making available material safety data sheets (msds) on all chemical products used at the business (msds's need to be organized with an index so that they can be readily retrieved), labeling of containers, and any non-routine tasks that might occur during work. Solvent based paints and components were used for spray painting, including the chemicals isocyanates, xylene, ethyl benzene, ketones, and other solvents with the potential to cause illness and fire hazards. Abatement documentation is required for this violation.
