29 CFR 1910.176(f): Derail and/or bumper blocks were not provided on spur railroad tracks where a rolling car could contact other cars being worked or enter a building, work or traffic area: a) On or about 02/06/12 on the rail line; approximately 3-4 rails cars are positioned on a rail spur near the mobile conveyor. An employee climbs on top of the rail car to open four hatches in preparation for bulk loading and closes the hatches when loading is completed. Employee is exposing to fall hazards or struck by hazards from a rolling car should a rail car enter the spur line and strike the rail car. Abatement Documentation
