Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that are causing or likely to cause death or serious physical harm to employees in that employees were exposedto the hazard of being struck by metal pieces from cracked and defective carbide tipped saw blades which were sharpened and not closely and properly inspected for possible cracks and defects of the teeth after sharpening. Among other methods, one feasible and acceptable abatement to correct this hazard is to establish and enforce a program requiring that saw blades be cleaned with degradable soap or proper cleaning solution to remove the scums or other impurities on the surface of the blades for better inspection and visibility of possible cracks of the teeth after sharpening.
