29 CFR 1926.1053(b)(1):Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) On or about 04/24/2025 at 28804 Jujube Rd Wesley Chapel, Florida, the employer exposed employees to fall hazards, in that the employees were using a ladder to access the 2nd floor where the side rails extended approximately 12 inches above the upper landing
