29 CFR 1926.600(a)(3)(i): Bulldozer and scraper blades, end-loader buckets, dump bodies, or similar equipment were not fully lowered or blocked when being repaired or when not in use: or in the alternative 29 CFR 1910.147(d)(5)(i): All potentially hazardous stored or residual energy was not relieved, disconnected, restrained or otherwise rendered safe: Garage - The employer failed to ensure that pieces or parts of heavy equipment being serviced, stored, or repaired were substantially blocked or supported by jack stands, in the following instances: a) The front-end loader was being held aloft by the hydraulics of the bucket by placing the bucket down and using the force against the floor to lift the front wheels up while removing and servicing the front right wheel and tire. No blocking or jack stands were used to support the loader in the event of hydraulic failure. b) The excavator was positioned in the shop with its blade not fully lowered or blocked, while the right-side track was being repaired.
