Text For Citation: 01 Item/Group: 002 Hazard:
29 CFR 1926.65(q)(1): The employer, who would evacuate employees from the danger area when an emergency occurred and would not permit any employees to assist in handling the emergency, did not provide an emergency action plan in accordance with 1926.35: On or about March 7 2025, and at times prior thereto, employees performed construction activities while multiple unexpected releases of hazardous chemicals such as ammonia occurred without the emergency action plan including the following: a) The procedures to be followed by employees who remain to operate critical plant operations before they evacuate. b) Rescue and medical duties for the employees that are to perform them. c) The preferred means of reporting fires and other emergencies. d) An effective employee alarm system with a distinctive signal for each purpose.
