29 CFR 1926.1051(a): Stairway(s) or ladder(s) were not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, or no ramp, runway, sloped embankment, or personnel hoist was provided: a. At a temporary worksite located at 1008 North Central Avenue, Flagler Beach, Florida: On or about November 14, 2024, the employer exposed employees to fall hazards, in that, the employees were accessing the roof via a stair railing 38.4 inches without a ladder to access and exit the roof while conducting roofing work.
