29 CFR 1926.1053(b)(1): Where (a) portable ladder(s) was/were used for access to an upper level landing surface and the ladder's length did not allow the ladder side rails to extend at least 3 feet (0.9 m) above the upper landing surface being accessed, the ladder was not secured at its top to a rigid support that will not deflect, and/or a grasping device was not provided to assist employees in mounting and dismounting the ladder: a. At a temporary worksite located at 1544 Oceanshore Blvd., Flagler Beach, Florida: On or about September 24, 2024, the employer exposed employees to fall hazards, in that the ladder rails did not extend 3 feet above the upper landing surface of the roof at the eave. ELO Restoration, Inc. was previously cited for a repeat violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.1053(b)(1), which was contained in OSHA inspection number 1685496, citation number 01, item number 003 and was affirmed as a final order on January 23, 2024, with respect to a workplace located at 736 Spring Haven Drive, Saint Johns, FL 32259.
