29 CFR 1926.21(b)(2): The employer did not instruct each employee in the recognition and avoidance of unsafe condition(s) and the regulation(s) applicable to his work environment to control or eliminate any hazard(s) or other exposure to illness or injury. Intersection of South Whitney Street and West Boulevard, Hartford, CT: On or about June 12, 2024, employees were working within a roadway excavation for utility installation without having adequate training in hazards related to work in a roadway, the work site specific temporary traffic control plan, the appropriate set up and placement of traffic control signage, devices, and proper flagger tools, methods, and flagger stations. This lack of training exposed employees to being struck by motor vehicle traffic.
