29 CFR 1910.147(c)(7)(i): The employer did not provide adequate training to ensure that the purpose and function of the energy control program was understood by employees: (a) 7727 U.S. 160, ALAMOSA, CO 81101: On or about May 15, 2024, and at times prior, the employer did not ensure employees were provided with specific information and training regarding the types and magnitude of hazardous energy, potential hazards and the means to perform a full and effective isolation of hazardous energy present in the 2020 Massey Ferguson 2270 Large Square Baler and other machinery when performing tasks such as but not limited to general maintenance and lubrication of drive chains. This exposed employees to caught-in between hazards. Abatement Note: The training shall include the following: (1) Each authorized employee shall receive training in the recognition of applicable hazardous energy sources, the type and magnitude of the energy available in the workplace, and the methods and means necessary for energy isolation and control. (2) Each affected employee shall be instructed in the purpose and use of the energy control procedure. (3) All other employees whose work operations are or may be in an area where energy control procedures may be utilized, shall be instructed about the procedure, and about the prohibition relating to attempts to restart or reenergize machines or equipment which are locked out or tagged out.
