29 CFR 1926.451(c)(1)(iii): Ties, guys, braces, or outriggers were not installed to prevent the tipping of supported scaffolds in all circumstances where an eccentric load, such as a cantilevered work platform, was applied or was transmitted to the scaffold: a) Jobsite located at 650 Fairmount Ave, Philadelphia, PA 19123 - On or about February 8, 2024., the employer did not ensure ties, guys, braces, or outriggers were installed to prevent the HEK MSHF mast climber from tipping when the eccentric load from concrete blocks were on the scaffold platform, thereby exposing employees to fall hazards.
