Interstate 280 Westbound, Exit 13, Bridge shoulder, Newark, NJ During removal of parapet wall sections, the work area was illuminated to an intensity of less than 5 foot candles, exposing employees to struck-by and crush injury hazards from a Caterpillar 321 track excavator operating in the area.
