29 CFR 1910.147(c)(7)(i):The employer did not provide adequate training to ensure that the purpose and function of the energy control program was understood by employees: a. ArcelorMittal Tubular Products USA, LLC - Shelby, Ohio: On or about December 5, 2023, the employer did not ensure that employees who setup and maintain the Line 9 Bundler were trained in the skills required for the safe application, usage, and removal of energy controls. Employees who setup the equipment for a changeover were not adequately trained to isolate the electrical energy source prior to performing the setup. ArcelorMittal Tubular Products USA, LLC was previously cited for a violation of this Occupational Safety and Health standard 1910.147(c)(7)(i), which was contained in OSHA inspection number 1556578, citation number 2, item number 1a and was affirmed as a final order on February 17, 2022, with respect to a workplace located at 132 W. Main St., Shelby, Ohio, 44875. In accordance with 29 CFR 1903.19(d), abatement certification is required for this violation (using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET), and in addition, documentation demonstrating that abatement is complete must be included with your certification. This documentation may include, but is not limited to, evidence of the purchase or repair of the equipment, photographic or video evidence, or written records.
