29 CFR 1910.66(e)(9): Emergency planning. A written emergency action plan was not developed and implemented for each kind of working platform operation, to explain the emergency procedures which were to be followed in the event of a power failure, equipment failure, or other emergencies which may be encountered. a.) Suspension Span, South Channel Bridge, International Bridge Road, Massena, NY 13662, on or about 10/20/2023: Employees are exposed to potential emergencies when they are entering/exiting the Liftsafe Engineering & Service Group Maintenance Traveller platform and during inspection related actions. There had been no pre-incident emergency planning or drilling, and the various entities' roles were not defined, resulting in a delay in which it took approximately two hours to extricate and transport the victim after the incident.
