Text For Citation: 01 Item/Group: 002 Hazard:
OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees it that they were exposed to vehicular struck-by hazards: On or about September 6, 2023, employees engaged in an unapproved mobile zone for edge line removal on a multilane highway, were exposed to struck by hazards. Among other methods, one feasible and acceptable means of abatement would be to follow the Ohio Manual on Uniform Traffic Control Devices (OMUTCD), the Traffic Control Plan, and ANSI A10.47 for Work Zone Safety for Roadway Construction and: 1. Ensure the digital speed limit sign (DSL) was illuminated when employees were working in an active temporary construction zone at night. 2. Ensure a law enforcement officer was present while employees were working in a temporary construction zone at night. 3. Ensure a worksite traffic supervisor was present while employees were working in a temporary construction zone at night. 4. Ensure a Transportation Management Plan was prepared and communicated to the project engineer. 5. Ensure positive protection was used in a work zone with operating speeds greater than 45 miles per hour.
