29 CFR 1926.201(a): Signaling by flaggers and the use of flaggers, including warning garments worn by flaggers did not conform to Part VI of the Manual on Uniform Traffic Control Devices, (1988 Edition, Revision 3, or the Millennium Edition): a. On or about August 03, 2023, employees working within a roadway work activity area were exposed to vehicular struck-by hazards, in that, an employee was signaling (flagging) traffic through a TCC/Temporary Traffic Control zone, during which time the employee was not qualified to signal traffic, per the training qualification requirements of the U.S. DOT MUTCD/Manual of Uniformed Traffic Control Devices, Section 6E.01.
