29 CFR 1910.147(c)(1): The employer did not establish a program consisting of an energy control procedure, employee training and periodic inspections to ensure that before any employee performed any servicing or maintenance on a machine or equipment where the unexpected energizing, startup or release of stored energy could occur and cause injury, the machine or equipment shall be isolated from the energy source and rendered inoperative: On or about June 23, 2023, the employer failed to develop and implement a Control of Hazardous Energy Program to protect employees various energy sources, such as but not limited to electrical and pneumatic, as well as from the unexpected release of stored energies. There is no written program in place, no employee training, no machine specific procedures which expose employees to hazards such as struck by and/or caught in between when performing tasks, such as, but not limited to changing out blades and setting up or refeeding puller feeds on the puller machines and adjusting punches on the punch machines.
