29 CFR 1926.1053(b)(1): When portable ladders were used for access to an upper landing surface, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access. On or about April 13, 2023, 13 Construction & Pro Services LLC did not extend a portable ladder at least 3 feet (.9m) above the upper landing in a worksite located at 12434 South Drive in Saint Louis, Missouri. The ladder was extended approximately 1.5 feet above the upper landing surface, or roof, that was being accessed to conduct roofing activities. 13 Construction & Pro Services LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.1053(b)(1), which was contained in OSHA inspection number 155007, citation number 1, item number 3 and was affirmed as a final order on December 6, 2021, with respect to a workplace located at 718 Warrior Pass in Warrenton, Missouri.
