29 CFR 1910.29(b)(2)(i): Midrails were not installed at a height midway between the top edge of the guardrail system and the walking-working surface: a) On or about 03/09/2023; at STUB A, when employees were using the Red Swiftlift scissor lift to cut fastening rivets (hucks) and make holes in the side of the railcar at a height of above 4 feet, the employer did not enforce the use of a mid-rail/safety chain to ensure all open sides of the scissor lift were guarded to protect employees from exposure to fall hazards.
