29 CFR 1910.37(a)(3): Exit route(s) were not kept free and unobstructed: Exit routes were not clear and unobstructed when receiving shipments of product and unloading metal rolling carts ("roll-tainers"), in the following instances: a) Rear Aisle Exit Route leading from store to West Exit Door, and leading from store to Receiving Room Door - On or about November 4, 2022, the rear aisle was lined on the west side of the aisle with roll-tainers and part way to the east side of the aisle was completely blocked with roll-tainers where no measurable opening was available. The roll-tainers contained boxes of food product and were positioned length-wise across the entirety of the aisle path blocking passage between the end of the aisle shelving and the shelving against the wall. b) Middle Aisle Exit Route leading from store to Front Entrance/Exit - On or about November 4, 2022, the middle aisle had roll-tainers, containing boxes of soaps, decoration, and bathroom items, that were stored in the aisle. The roll-tainers were positioned parallel with the aisle shelving and still reduced the walking path to 27" wide. c) Toys Aisle - On or about November 4, 2022, the toy aisle and egress path were reduced by roll-tainers, boxes of product, and loose product. The space between a roll-tainer on the west side of the aisle and an open box of toys on the east side of the aisle was measured at 9", and between another roll-tainer on the west side of the aisle and box of toys on the east side of the aisle was measured at 15.5". d) Rug Aisle - On or about November 4, 2022, roll-tainers containing cleaning and sanitary products were stored on the west side, parallel with the aisle shelf which reduced the path width to 16" and 24" wide. e) Detergent Aisle - On or about November 4, 2022, roll-tainers containing boxes of food product and canned goods were stored parallel to the shelving in the aisle and reduced the path width to 22" wide. f) Exit route from Receiving Room to East Exit Double Door - On or about November 4, 2022, roll-tainers containing cases of drinks, loose boxes containing bath tissue and other product, and loose bags of dog food completely blocked the exit doors so no measurable opening was available. Dollar General Corporation was previously cited for a Repeat Serious violation of this occupational safety and health standard 29 CFR 1910.37(a)(3), which was contained in OSHA inspection number 1565322, citation number 2, item number 1, group a and was affirmed as a final order on 06/30/2022, with respect to a workplace located at 10757 U.S. 11, Adams, NY 13605.
