29 CFR 1910.147(c)(4)(ii): The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, the requirements of 29 CFR 1910.147(c)(4)(ii)[A]&[D]: (a) On or about October 19, 2022, the employer did not ensure that the energy control procedures for cooker machines clearly and specifically outlined the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance when unjamming cans from the discharge valve of cooker machines. (1) The employer did not include a specific statement in the documented procedure to include unjamming cans from cooker machines as an intended use of the procedure. (2) The employer did not include specific procedural steps for verifying the effectiveness of the energy control measures on cooker machines.
