29 CFR 1926.106(d):At least one lifesaving skiff shall be immediately available at locations where employees are working over or adjacent to water. On or about October 1, 2022, and at times prior to, at Kiewit Offshore Services, at the P3 rig, employees were engaged in scaffold erection activities, 65 feet above water. Employees were not provided with a skiff in the duration that the employees worked at this particular rig. This exposed employees to delay in rescue and potential drowning hazards.
