29 CFR 1926.451(e)(1):When scaffold platforms are more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from another scaffold, structure, personnel hoist, or similar surface shall be used. Crossbraces shall not be used as a means of access. a) Jobsite: 641 N 11th St., Philadelphia, PA 19123 - On or about August 25, 2022, the employer did not provide a safe means of access to and from each level of a scaffold by the use of portable ladders, hook-on ladders or other acceptable means. Employees climbed the scaffold end frames to access the 3rd working platform measuring approximately 20 feet above ground level.
