Ford St, in Valley Center, Sedgwick County, KS, employee(s) engaged in trenching and excavation activities were exposed to escape hazards in that the employer did not have a written permit space program but required employee(s) to get in a manhole to clear a storm water drain for installation operations and to drain the water from an active trench so trenching operations could proceed.
