29 CFR 1960.59(a):29 CFR 1960.59(a): The Agency did not provide specialized job safety and health training appropriate to the work performed by the employee: BLM Visitor's Center, Whitethorne, CA: The employer did not adequately train employees assigned to patrol the Lost Coast Trail, Shelter Cove, CA, on topics that include but are not limited to the following: 1. Specialized ocean water safety skills that include assessment of employee swimming skill levels, general rescue skills and self-rescue skills. 2. Periodic ocean rescue and self-rescue drills. 3. To unbuckle backpacks located at the waist and chest when hiking near or through moving water sources such as streams, rivers, and oceans or of unknown depth for ease of removal if swept up by current, riptides, waves, or entangled. 4. To consider the safest routes or options when accessing areas of unknown conditions or possible hazards. 5. To assess weather, wind, and wave activity, particularly in known to hazardous areas by using tidal prediction tools such as Ocean Hazard Estimation Charts, NOAA's National Data Buoy Center, or the Windy App.
