29 CFR 1926.1053(b)(13):The top or top step of a stepladder was used as a step: a) Jobsite located at - 330 Carson St., Philadelphia, PA, 3rd Floor -Employees used the top step of a self-supporting ladder while in a closed position to access the upper areas of the wall near the edge of the 3rd floor and were exposed to falls of approximately 22 feet. b) Jobsite located at - 330 Carson St., Philadelphia, PA - 2nd Floor - Employees used the top step of a self-supporting ladder to access the wood platform mounted on the wall of the 2nd floor and were exposed to falls of approximately 12 feet. Observed on or about April 21, 2022
