29 CFR 1926.702(h): Bull float handles, used where they might contact energized electrical conductors, were not constructed of nonconductive material or insulated with a nonconductive sheath whose electrical and mechanical characteristics provided the equivalent protection of a handle constructed of nonconductive material: a) Healthier Choice Warehouse located at 3464 Old Dixie Hwy. SE, Dalton, GA 30721, West parking lot: On or about 01/18/2022, the employer did not ensure that bull float handles, used where they might contact energized electrical conductors, were constructed of nonconductive material or insulated with a nonconductive sheath whose electrical and mechanical characteristics provided the equivalent protection of a handle constructed of nonconductive material. Employees were utilizing a bull float with an approximately 32 foot long metal handle to finish the poured concrete on the west end parking lot in the vicinity of overhead power lines approximately 20-25 feet away. This condition exposed employees to the hazards of electric shock, electrical burns, and electrocution resulting in one employee being hospitalized after receiving an electrical shock when the bull float handle contacted overhead power lines.
