Text For Citation: 01 Item/Group: 002 Hazard:
OSH ACT of 1970 Section (5)(a)(1) Section 5(a)(1) of the Occupational Safety and Health Act: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees, in that employees were exposed to struck-by hazards from the stored energy of stuck chocks on a mill rolls that was created by the chocks being pulled with a crane: a.) NLMK Pennsylvania; roll shop - On or about 10/12/21, and at times prior thereto, a P & H 75 ton crane and chain sling were being utilized to remove a chock assembly from the center of the roll. The chock assembly came out, struck, and pinned an employee to another roll sitting behind him. Abatement Note: Among other methods, feasible and acceptable means to correct the hazardous conditions include: 1. Establish procedures that outline danger zones and where employees can stand. 2. Train employees involved or the new procedures and danger zones. ABATEMENT CERTIFICATION AND DOCUMENTATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation. This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement. IN ADDITION, abatement documentation shall include documents demonstrating that abatement is complete, such as evidence of the purchase or repair of equipment, photographic, or video evidence or abatement or other written records.
