29 CFR 1910.179(l)(1): A preventive maintenance program based on the crane manufacturer's recommendations was not established: On or about 11/20/2020, Hitachi ABB did not ensure a preventative maintenance program had been conducted on marshalling crane JC-15 since October, 2019. Preventative maintenance was not performed at least every month for the wire rope, including lubrication, and top carriage guide rollers; every three months for the traveling wheel, guide rollers, wire rope drum; and every six months for sheaves (pulleys). Or, "In the alternative" OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which was free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that the employees were exposed to struck-by or fall hazards. On or about 11/20/2020, Hitachi ABB did not ensure a crane, ID #JC-15, had a preventive maintenance program established and was based on the recommendations outlined in the crane manufacturer's manual.
