29 CFR 1910.147(c)(4)(i):Procedures were not developed, documented and utilized for the control of potentially hazardous energy when employees were engaged in activities covered by this section: a) On or about 11/19/2020, at FineLine Pipeline Inc., located on 5998 Rowland Road, in Conesus, New York, the employer did not develop lockout/tagout procedures for employees to utilize while performing maintenance activities on tractor-trailer trucks. Employees performing a brake system maintenance on a Peterbilt tractor and Trailstar trailer were exposed to crushing hazards as a result of not controlling the unexpected movement of the tractor-trailer. Steps such as, but not limited to: parking the vehicle on a level surface, keeping the trailer bed down, engaging the brakes on the tractor-trailer, turning off the engine, securing the keys and chocking the wheels were not taken.
