29 CFR 1910.29(b)(3): Guardrail systems were not capable of withstanding, without failure, a force of at least 200 pounds applied in a downward or outward direction within 2 inches of the top edge, at any point along the top rail. At 2101 S 21st Street, Parsons, KS in the Shipping Department, employees engaged in loading and unloading activities were exposed to fall hazards of approximately 4 foot from the walking working surface to the ground below in that Uline guardrail system place around bay was damaged, removable, and unable to withstand 200 pounds of applied force.
