29 CFR 1910.28(b)(1)(i): (1) Unprotected sides and edges. (i) Except as provided elsewhere in this section, the employer must ensure that each employee on a walking-working surface with an unprotected side or edge that is 4 feet (1.2 m) or more above a lower level is protected from falling by one or more of the following: [A]Guardrail systems; [B]Safety net systems; [C]or Personal fall protection systems, such as personal fall arrest, travel restraint, or positioning systems. On or about 3/17/2020 at the railcar filling site, the employer failed to ensure that workers performing connecting and disconnecting of the finished product filling hoses were protected against 15-feet eight-inch fall hazards, on the left side of the railcars where there was no anchor point provided.
