29 CFR 1926.1060(a): The employer did not provide a training program for each employee using ladders and stairways, as necessary, which would train each employee in the procedures to be followed to minimize hazards related to ladders and stairways: a. The employer fails to ensure effective protection against falls from ladders as required by the standard, as demonstrated on or about March 5, 2020, at a new home construction site located at 10813 Applewood Range Way, Tampa, FL, when employees installing sheeting on a roof by accessing the roof with A-frame and extension ladders, without having training on ladder use and safety, are exposed to a fall hazard of 10-feet to ground level. To abate this violation, the employer must ensure that all employees are trained on the safe use of ladders when an employee uses a ladder for access to a higher level. Pursuant to 29 CFR 1903.19, the employer must submit documents describing the measures it is taking to ensure compliance, including an explanation of how these steps protect its employees from falls associated with ladder misuse.
