29 CFR 1910.333(c)(3): "Overhead lines." if work is to be performed near overhead lines, the lines shall be deenergized and grounded, or other protective measures shall be provided before work is started. If the lines are to be deenergized, arrangements shall be made with the person or organization that operates or controls the electric circuits involved to deenergize and ground them. If protective measures, such as guarding, isolating, or insulating, are provided, these precautions shall prevent employees from contacting such lines directly with any part of their body or indirectly through conductive materials, tools, or equipment. A) On November 11, 2019, located at the Brown County Gas Power Station facility, an employee calibrating testing equipment to perform air emission testing on three stationary reciprocating combustion engines located at Brown County Gas Power Station facility was operating a telescopic boom lift 60 out while exposed to 7,200 volts of overhead power lines that had not been deenergized and/or other protective measures such as guarding, isolating, or insulating, was taken to prevent making contact with the power lines prior to the employee performing the work. B) On November 12, 2019, located at the Brown County Gas Power Station facility, an employee performing testing air emission testing on three stationary reciprocating combustion engines located at Brown County Gas Power Station facility was operating a telescopic boom lift made contact with the 19.3/13. kv centerline of the 7,200 volts of overhead power lines that had not been deenergized and/or other protective measures such as guarding, isolating, or insulating, taken to prevent making contact with the power lines prior to the employee performing the work.
