29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: On or about October 8, 2019: a. On the SW corner of Unit #67 where employees were exposed to fall hazard when accessing a Werner extension ladder without the side rails extending at least three feet above the landing surface. b. On the NW corner of Unit #63 where employees were exposed to fall hazard when accessing a extension ladder without the side rails extending at least three feet above the landing surface.
